Chagrin Highlands Incentive Oversight Council Appointed

Two councilmen to serve on board to conduct annual review of Eaton Corp. incentives

Councilmen Mark Wachter and Fred Goodman were appointed to serve on the newly-created Tax Incentive Review Council last week. The two will join a representative from Warrensville Heights City Schools to meet annually and review tax incentives for businesses in the Chagrin Highlands, including a nearly $90 million deal the city and the state teamed up to create for Eaton Corporation. The deal, which includes a $10 million tax break from the city of Beachwood and tax breaks, grants and loans from Ohio, was struck in early 2009 to entice the company to keep its headquarters, presently located in Cleveland, in the area. Council Candidates Spent Own Money in Campaigns

Five candidates spent combined $25,000

Martin Horwitz spent just over $9,000 on his campaign for City Council, according to reports submitted to the Cuyahoga County Board of Elections. Horwitz ran alone for one of four open seats against the four-candidate ticket of sitting councilmen Mark Mintz, Mark Wachter, Fred Goodman and Justin Berns. Mintz, Wachter, Goodman and Horwitz won the seats. Horwitz’s expenditures were all from his own pocket. The joint ticket spent about $16,000, including $9,400 of their own money, $500 in a contribution from Mayor Merle Gorden, and $6,000 that they loaned the campaign themselves and then forgave. Berns was the newest sitting councilman who was running. He was appointed to a seat left vacant in 2010 by the resignation of Ken Kleinman. Though …

UPDATE: Challenger Horwitz Tops Two Incumbents to Win Council Seat

Three incumbents re-elected to seats

Justin Berns won’t return to Beachwood City Council in 2012, but he said he's not deterred. "Given that I've been on council for 18 months and this is the first time that I've run, I'm pretty proud of the votes that I got and I appreciate all the supportthat I did get." He added that he's interested in running again in two years. "I'm 42 years old. I've got too much invested in this city. I guess you could throw my hat in the ring right now." Unofficial final results show challenger Martin Horwitz defeated Berns by 350 votes for the fourth council seat. "I certainly was surprised at how well I did," said Horwitz. More Pull Petitions for Council, School Board Seats

Filing deadline for Nov. 8 election is Aug. 25

Five candidates have pulled petitions for the Beachwood City Council elections and three have pulled for School Board seats, according to the Cuyahoga County Board of Elections. City Council incumbents Justin Berns, Fred Goodman, Mark Mintz and Mark Wachter and challenger Martin Horwitz have until Aug. 25 to collect at least 144 signatures and file their petitions to be placed on the ballot for four open council seats in the Nov. 8 general election. Challenger Alec Isaacson has pulled a petition for School Board; he joins Steve Rosen and Joshua Mintz – both challengers – to compete for two open seats.
