City Awaits Beachwood Place Expansion Plan

Beachwood's economic development director doesn't want to miss out on tenants, but needs a plan from the mall

Beachwood officials heard a statement earlier this month that they hope will not be repeated in the future. Jim Heller of Cleveland-based ka architects said that the city had already missed out on four retailers "you would have loved to have had here" at a work session regarding an expansion plan for Beachwood Place Mall. Beachwood Economic Development Director Jim Doutt said he was disappointed to hear that, but the city still awaits an expansion plan from the mall's parent company, General Growth Properties in Chicago. Heller encouraged the city to make zoning modifications for a 5.6-acre section of Richmond Road now owned by GGP, though the company had no plan to present. Beachwood Considers Job Creation Incentives

Grant program would reward companies for bringing new jobs and payroll to the city

Beachwood is considering implementing a tool that could provide incentives for companies to relocate to or expand in the city. If approved by city council members, the Beachwood Job Creation Incentive Program would give an annual grant to businesses that create new full-time jobs. The grant amount would be based on a percentage of the annual payroll withholding taxes generated by the new jobs. Such an ordinance would represent the first-ever, on-the-books program to incentivize companies in the city's history. Beachwood City Council will gather for its first meeting of 2013 this evening at 7 p.m. at Beachwood City Hall. There are 10 ordinances on the agenda. They include contracts, acceptance of a donation and $80,000 in payments for the Human Services department to take seniors on various trips this year.  Council will also consider to the adoption of a job creation incentive grant program for the city. According to the legislation's language, funding would come from non-tax revenue sources like interest income, permit and activity fees, service charges and tax incentive application and monitoring fees.

How Should Beachwood Place Expand?

The parent company of Beachwood Place Mall is eyeing an expansion, though details remain undefined. A Cleveland architect met with city officials this week to discuss zoning modifications needed to make the expansion a reality. Standalone restaurants and banks were among the possibilities discussed. Speaking on behalf of General Growth Properties, Jim Heller of Cleveland-based ka architects gave no timeline for a new project at the mall, but he made it clear that the firm wants to implement tenants that would attract additional shoppers and tax dollars. Beachwood to Recruit Israeli Firms

The city's economic development team will survey Israel's landscape and identify opportunities for economic development

Though Jim Doutt's presentation on building an incentive framework for businesses didn't center on Israel, the country played a large role in it. As Beachwood attempts to recruit more businesses and spur economic development, Doutt, the city's economic development director, said firms in Israel should be among the community's targets. "Israel is a logical thing for Beachwood to look at," Doutt said. "There's a long-term, longstanding, discernible cultural connection between Beachwood and Israel." Doutt said there are several biomedical companies in Israel that could deem Beachwood a good fit. His research estimates about 400 new companies in that sector between 2001 and 2011. Beachwood Businesses Could Receive Capital from Tri-C Program

Goldman Sachs is contributing $500 million nationally toward small business scholarships, faculty training and technical assistance
